The problem it solves
A signature sheet or a shared spreadsheet cannot prove when each entry was written, and anyone can edit them without leaving a trace. In front of an inspector that is not a reliable record: it is a document the company has to defend.

What changes day to day
Yes. Since 12 May 2019, article 34.9 of the Workers’ Statute has required every company, regardless of size or sector, to record the start and end of each employee’s working day and to keep those records for four years, available to the labour inspectorate.
The rule in force still accepts paper or spreadsheets, but it requires the record to be reliable. A spreadsheet can be edited without a trace and cannot prove when each entry was created, so it rarely meets that bar. On top of that, the royal decree that would make digital format mandatory is still in the pipeline.
